Trelina Solar Energy Center, LLC filed its Preliminary Scoping Statement (PSS) with the Siting Board on October 10, 2019. The PSS summarizes the proposed scope of the studies that Trelina Solar Energy Center, LLC will undertake, the results of which will form the basis of its Article 10 Application to the Siting Board.

Siting Board Approves 80-Megawatt Seneca County Solar Farm
On November 30, 2021, the New York State Board on Electric Generation Siting and the Environment (Siting Board) granted approval to Trelina Solar Energy Center, LLC to build and operate a 80 megawatt (MW) solar farm in the Town of Waterloo, Seneca County. Trelina Solar Energy Center Informational Mailer Public Question Responses
On May 21, 2020, after consultation with Department of Public Service Staff in light of restrictions on public gatherings due to the ongoing COVID-19 pandemic, Trelina Solar filed a supplement to its Public Involvement Program Plan (“PIP Plan”) informing interested parties and members of the public that it would be mailing updated project information materials to the Stakeholder List instead of holding in-person open houses as originally intended by Trelina Solar. The public was invited to submit comments on the updated project information. Responses to questions received following the Trelina Solar Energy Center’s June 2, 2020 mailer can be found here.
Notice of Submission of Proposed Stipulations
On June 22, 2020 Trelina Solar Energy Center announced it filed proposed stipulations, pursuant to 16 New York Codes, Rules, and Regulations (“NYCRR”) § 1000.5(j), as to the scope and methodology of studies to be conducted in support of the Article 10 Application, which will be filed at a later date. There will be a 30-day public comment period on the Project’s proposed stipulations before interested parties may execute them. Any person may submit comments after that period on the Department of Public Service website. On January 13, 2020, Trelina provided notice of commencement of the stipulation process. Each stipulation essentially sets forth a proposed agreement among the participating parties on a particular aspect of the Preliminary Scoping Statement, the studies or program of studies to be conducted, and the contents of each exhibit to be eventually included in the Application.

Notice of Procedural Conference to Consider Pre-Application Intervenor Funding Requests and to Initiate the Stipulations Process
On December 18, 2019, the New York State Board on Electric Generation Siting and the Environment issued notice of the procedural conference. The principal purposes of the procedural conference were to identify the parties to the proceeding, discuss the intervenor funding request filed by the Town of Waterloo on November 15, 2019, commence the pre-application stipulations process, and consider any other matters appropriately raised. Trelina Solar Energy Center, LLC, a subsidiary of NextEra Energy Resources, LLC, is proposing to build a 80-megawatt photovoltaic solar energy generating facility located on private land in the Town of Waterloo in Seneca County, N.Y.

We have a long history of forging strong partnerships with the communities where we build our projects. We meet with local officials, civic associations, environmental groups and other community organizations to ensure we build a project the community has helped shape and can be proud of.
We plan to hold public meetings where you can ask questions and hear the answers directly from our subject-matter experts. However, during this time while we’re taking precautions and practicing social distancing we still wanted to share some details of this exciting project with you.
